How?, you may ask, could the United States function as a world power with such a tiny State Department (less than 60) for so many years in its history? Who was conducting the summits? 



Who was drawing up the treaties and conducting the research?



Who was hammering out the principles?


The answer is “No one!” The United States had made one treaty with France in 1778 which it abolished in 1800. WE MADE ABSOLUTELY NO ENTANGLING ALLIANCES DURING THE 19th Century! Dexter Perkins writes in his “History of the Monroe Doctrine”....”Nothing is more characteristic of American diplomacy than its dislike of controlled agreements. 

On the contrary, nothing could be more characteristic than of our present foreign policy than our infatuation over contractual agreements as well as summits, treaties, alliances, pacts and deals between world powers. We also have a recent fixation over meddling with disagreements between other nations in the field of international relations. No one before this era had perceived a need for the United States government to send official representations to every nation or to seek alliances, agreements, and arrangements with every nation. People assumed that private interests would be the basis of the vast bulk of international relations.

This is the heart of the problem in foreign policy. Voters have passively turned over the conduct of foreign policy to professional diplomats. Practically, foreign policy in the christian world order would be conducted by missionaries and members of the christian business and trade community who know how to represent the cause of Christ abroad. 

This business of ambassadors of Christ is not to seek out a compromise but to persuade men and government to surrender to the government of Christ. The prophet Isaiah wrote, “The law will go forth from Zion and God will judge the nations and render decisions for many people. They will hammer their swords into plowshares and spears into pruning hooks. They will not learn war.
