The Monroe Doctrine----Law of Nations:
American Foreign Policy defined by President Monroe in 1823 in a speech delivered to congress:

The American continents by the free and independent conditions which they have maintained are henceforth not to be considered as subjects for future colonization by any European powers. The political system of the allied powers are essentially different than those of America. Therefore, we owe it to candor and friendly relations between United States and those powers that we should consider any attempt to extend their systems to any portion of this hemisphere as dangerous to our peace and safety. 

With the existing colonies or dependencies of any European powers we have not interfered, nor shall we interfere, but with the governments who have declared their independence we could not view any interposition for the purpose of oppressing them by any European power in any other light than the manifestation of an unfriendly position toward the United States. We have a christian idea in government and the cause of those nations which seek intervention by United States should be based on just principles. We must realize that no nation perfectly adheres to these principles but this should be our desire.

Therefore, the basis of one nation becoming involved in the affairs of another nation includes 

1) That legislative officials ask for help

2) That a nation’s own security is threatened by actions of another nation.

3) that their cause is based on just principles.

 If it is determined that it is legitimate to give assistance then the type of aid must be decided, whether money, goods, weapons, or troops.
