We the People of the United States in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare and secure the blessings of liberty to ourselves and our posterity do ordain and establish this Constitution of the United States of America. Article 1 legislative department: Section 1” Congress legislative powers vested: All legislative powers herein granted (by the people) shall be vested in a congress of the United States which shall consist of a senate and a house of representatives (for the people)

The 18th Amendment of the Constitution is hereby repealed.
(Amendment 18 paragraph 2, The transportation or importation into any state territory or possession of the United States for delivery of use therein of intoxicating liquors in violation of laws thereof is hereby prohibited---paragraph 3, This Amendment shall be inoperative unless it has been ratified as an Amendment to the Constitution by convention in the several states as provided in the Constitution within 7 years from the date of its submission hereof to the states by the congress.
(Evidently it was not ratified because a convention of the states was not called?)The 18th Amendment was repealed December 5,1933 by the 21st Amendment and submitted January 16,1919.
Amendment 22: No person shall be elected to the office of the president more than twice and no person who has held the office of the president or acted as president for more than two years of a term to which some other person was elected president shall be elected to the office of the president more than once.
This Amendment shall not apply to any person holding the office of president when this amendment was proposed by the congress and shall not prevent any person who may be holding the office of president or acting as president during the term in which this Amendment becomes operative from holding the office of president or acting as president during the remainder of such term.
2. This Amendment shall be inoperable unless it shall have been ratified as an Amendment to the constitution by the legislatures of three fourths of the several states within 7 years from the submission to the states by the congress.

My question is why did Amendment 18 call for a convention of the states to ratify it and why is it worded congress submits the Amendment to the states? What am I missing?
The first repeal was about the liquor which is a great big problem for the family.
